September 16-17, 2026 Meeting Recap

The Iowa Board of Regents met September 16-17, 2026 at the University of Northern Iowa Maucker Union. Selected items discussed are outlined below. 

FY 2028 State Appropriations  VIDEO
The Board passed FY 2028 operating and other state appropriations request for the Regents enterprise near the end of day two. This year, the Board’s request included $10 million in new, incremental funding. Money for the University of Iowa’s Rural Physician Pipeline and Iowa State University’s AI-Ready Workforce and Innovation Initiative was included in the request.

Grassley Center  VIDEO
The Board approved a plan to begin efforts to create the Chuck and Barbara Grassley Center on campus at UNI. The name “Chuck and Barbara Grassley Center” will become effective upon Senator Grassley’s retirement from public office. 

ACTA Professional Development  VIDEO
The Board received professional development from a representative from the American Council of Trustees and Alumni to begin the meeting. 

Center for Intellectual Freedom Committee  VIDEO
The Board’s Center for Intellectual Freedom Committee held its initial meeting. Created in July 2026, the committee provides oversight of the Center for Intellectual Freedom in Iowa City. 

Audit and Compliance Committee  VIDEO
The committee heard a report on the UI Health Care North Liberty Hospital audit from Baker Tilly. Additionally, Deputy Auditor of State Brian Brustkern presented state audit reports and Board Chief Audit Executive Chad Sharp presented internal audits, the internal audit charter and FY 2027 audit plans. 

Investment and Finance Committee  VIDEO
The committee received the quarterly investment report and annual peer group comparisons from Marquette representatives Dave Smith and Doug Oest. Board Chief Efficiency Officer Jake Nicholson presented an update on the REAPS initiative.

Free Speech and Student Affairs Committee  VIDEO
The committee received an update on student wellness initiatives at the three universities and a report on annual First Amendment training efforts. 

Academic Affairs Committee  VIDEO
The committee approved a new MS in Machine Learning program at Iowa State and three new programs at the University of Iowa. Further, the committee approved a new ISU partnership with American Farm School University in Greece and a new cancer drug discovery and development institute at UI. In addition, the committee heard an update on UNI’s Center for Civic Education.

Property and Facilities Committee  VIDEO
The committee received the annual facilities report, five-year capital plans and the institutional roads program. The UI and ISU registers of capital improvement business transactions also were approved. 

Governance, Evaluation and HR Committee  VIDEO
The committee approved bargaining teams and appointed Tim Day as senior policy advisor at Iowa State. In addition, the committee approved Iowa State’s Veterinary Clinical Services Incentive Plan (VCSIP) as a permanent program. VCSIP, in place as a pilot program since 2022, allows ISU to share service fee revenue with eligible faculty as incentive payments.

UI Health Care Committee  VIDEO
The committee received the UIHC presentation from VP for Medical Affairs and Dean of the Carver College of Medicine Denise Jamieson, Associate VP of UI Health Care and UIHC CEO Bradley Haws, and Associate VP for Finance and UIHC CFO Mark Henrichs

Public Comment  VIDEO
Chris Martin, United Faculty President and professor of digital journalism at UNI, spoke to the Board.
